Lyle Corley, also known as The Clown, is a minor villain who crippled Hunter Zolomon and murdered his father-in-law.
History
Corley was cornered by the FBI, and Zolomon assured his father-in-law and mentor Derek Fox that Corley would not be armed, as he was obsessed with using his clown-inspired gadgets rather than a mundane weapon like a gun. Having faith in Hunter's profiling abilities, Fox breached the house where Corley was held up, despite his daughter (and Hunter's wife) Ashley advising caution.
However, Corley did have a gun and fired on the agents. He killed Derek and shot Hunter through the knee, leaving him with a severe limp. As his profile had been seemingly disastrously wrong, Zolomon's life was ruined. He was fired from the FBI and Ashley left him, blaming him for her father's death. This set him on the path to eventually become Zoom, the Flash's arch-enemy.
Years later it would be revealed that Eobard Thawne, a villain from the future, had given Corley the gun to engineer the events that would lead Zolomon to become Zoom.
