Lyndon Baines Johnson was the 36th President of the United States.
History
The President was informed that the United Underworld had managed to break into the United World Building in Gotham City and that the villains had used a dehyrating machine to reduce the delegates of the Security Council to dust. Batman and Robin were able to retrieve the dust samples from Penguin's Submarine, where they were accidentally scattered and mingled by Commodore Schmidlapp. The Dynamic Duo took the powder to the Batcave and utilized the Super Molecular Dust Separator to filter it. President Johnson called Commissioner Gordon at Gotham City Police Headquarters and asked him if Batman had made any progress in separating the dust. Gordon informed Johnson that there is hope, whereon the President said to Commissioner that the whole free world is waiting and that he wishes Batman luck. Soon after, President Johnson was told that Batman was successful and now ready to rehydrate the delegates. Later at the United World Building, Batman and Robin used water to turn the dust back into the Security Council members, saving their lives and the hope of the entire world. Gordon immediately told the President on the phone, who was sitting in the White House with his two beagles and delighted about the good news.[2]
A few months later, the Mad Hatter trapped Batman and Robin at the Atomic Energy Laboratory and left them to irradiate. The White House was soon told about the alleged demise of the Dynamic Duo. According to the switchboard operator in Washington, D.C., the President was currently at his ranch in Texas and would fly to Gotham City immediately upon hearing the terrible news. However, it was later revealed that Batman and Robin had actually faked their deaths and survived the Mad Hatter's trap. The President was informed that the Dynamic Duo was still alive, although Air Force One had already landed at Gotham City International Airport at this point.[3]
When Catwoman was back to terrorize Gotham City, Commissioner Gordon received phone calls regarding the case from several people, including Mayor Linseed and Governor Stonefellow. Gordon also briefly spoke to President Johnson on the phone and ended the call with giving his best regards to Vice President Hubert Humphrey.[4]
Several weeks later, Mister Freeze interrupted one of the President's speeches at the United States Capitol. When Johnson was beginning an address to Congress, his speech on the teleprompter suddenly became frozen, presumably due to one of Mister Freeze's thermodynamic ice ray beams. A message from Freeze then appeared on the teleprompter, saying that the whole country would be returned to the Ice Age in a matter of moments unless the authorities would capitulate to all of his demands at once. Commissioner Gordon was later informed about the incident by Governor Stonefellow.[5]
After Lord Marmaduke Ffogg and Lady Penelope Peasoup stole Her Majesty's priceless collection of snuffboxes from the Palace in Londinium, the British Prime Minister and Ireland Yard asked President Johnson if Batman could come to England in order to help investigate the series of unexplained robberies. The President called Commissioner Gordon in Gotham City and instructed him to send Batman overseas so he could look into the situation.[6]
Batman, Robin and Batgirl were eventually able to take Lord Ffogg, Lady Peasoup and Lady Prudence Ffogg into custody when the thieves attempted to steal the crown jewels from the Tower of Londinium. Back at Police Headquarters in Gotham City, Commissioner Gordon received a call from President Johnson who wanted to thank Batman for capturing the criminals and emphasized the importance of international relations. The President then invited Batman to his ranch in Texas for barbecue and said he could even bring the Batmobile with him. However, Batman turned down the invitation, believing that the President already had to deal with "plenty of problems right now without trying to entertain average citizens" like Robin and him.[1]
Much later, the Joker managed to fool the citizens of Gotham into believing that flying saucers and Martians were invading the United States. Mayor Linseed was expected to constantly report to Governor Stonefellow, President Johnson, Londinium and the United Nations about new developments in the alleged alien crisis.[7]

- According to The Official Batman Batbook: The Revised Bat Edition by Joel Eisner, Williams was paid a salary of $250 for voicing the President in the movie.[8]
- Adam West, in costume as Batman, has once appeared in a public service announcement for U.S. Savings Bonds, in which he read a special message from then-President Lyndon B. Johnson, encouraging schoolchildren to buy U.S. saving stamps and bonds through the Treasury School Savings Program during the Vietnam War.[9]
