The Madmen were a gang of thieves organized by Fleeter.

History

During an encounter with Blue Beetle, the Madmen were able to steal his Beetle Gun. Since no one knew exactly what it did or how to use it, the Madmen were able to terrorize Hub City with just the thought of what the gun might do and were able to rob the city with no resistance. Beetle would eventually recover the gun from the Madmen, and after revealing it was only capable of producing a bright flash, used it to arrest the whole gang.
