Manlius is a misogynistic Atlantean who fought Wonder Woman.

History

After taking over Aurania and enslaving the local women, including the rightful heir to the throne Octavia Manlius made the mistake of trying to make a spectacle of executing Octavia and her friend Wonder Woman by encasing them in the pedestal of his throne. Wonder Woman destroyed the throne and defeated the self proclaimed king.
