Manuel Cabral is the head of Rainforest Technologies. He is a philanthropist who sponsors a stress study MetroLab clinic in Metropolis, located in Suicide Slum/Hob's Bay. His goal appears to be controlling Fred Bentson in order to monopolize the portal to Dakota.
