Maggie Sawyer was a career cop, first working with the Metropolis Special Crimes Unit. With her partner Dan Turpin, she aided Superman. She was in a same sex relationship with reporter Toby Raynes. She later took up a command position within the Gotham PD.

Origin

Maggie Sawyer was born in Star City, and joined the Police Department of her native city. When she rose to the rank of Lieutenant, she married her captain, James Buchanan Sawyer. They had one daughter together, Jamie, but the marriage disintegrated when Maggie announced she was a lesbian. They divorced, and Jim was awarded custody of Jamie. Maggie subsequently moved to Metropolis.[1]

Metropolis

In Metropolis, she joined the Special Crimes Unit, working in situations that would normally require Superman but without the assistance of the Man of Steel. She also began dating Toby Raynes, a reporter for the Metropolis Star.

Being a fierce and combative officer, she was constantly tailing Lex Luthor and his shady businesses, as a response, Lex Luthor invited her to the office and blackmailed her using her sexuality. At the time the Comics Code Authority forbade any LGBT suggestions, so it's only implied by Lex having one of her assistant flirt with Maggy, but she still refused to cave in despite the potential career-ending secret Luthor possessed.[2]

As Superman's primary police contact and a no-nonsense cop, she was a source of constant aggravation for the Man of Steel when she tried to prove that the police were more efficient than vigilantes. Eventually Superman rescued her during a terrorist plot and things were smoothed out between the two. Still, as a Captain, Maggie often overstepped her rank by ordering around officers who were above her, angering some. Following the death of Superman, William Henderson promoted her to Inspector, resolving the issue.[3]

During a mission to tame the fires caused by the arsonist Noah Brazil, one of Maggie's collagues, Shelby, was killed. Closely following the operation was reporter and friend Lois Lane, who upon witnessing the failure, didn't hold back in her Daily Planet article, Lois however wanted a more nuanced perspective, so she asked to join the S.C.U., Maggie reluctantly agreed, but this was seen as a betrayal by her partner Toby Raynes, who was also a reporter and wanted to write a response refuting Lane's accusation, but was stopped by Maggie itself, this strained their relationship further. In the same week her ex-hushband was nominated as "policeman of the year" and was set to receive the award in Metropolis, James bought alongside him their daughter Jamie and asked Maggie to come to the ceremony, but the S.C.U. agent were finally able to track Noah Brazil so Maggie had to step in, and despite only wearing a dress, she successfully infiltrated Noah's base and helped stopping his plan, getting struck by a bullet in the process. Weeks later Maggie returns from the hospital and she is greeted by everyone, including Toby Raynes and James Sawyer, Lois Lane relinquishes her role as an agent and Maggie is hailed as a hero by the press.[4]

Gotham

When Michael Akins became Commissioner of Gotham City, Maggie was transferred to head up the Major Crimes Unit of the Gotham City Police Department. This put a strain on her relationship with Toby, as the reporter opted to stay in Metropolis. After Harvey Bullock uncovered rampant corruption in the G.C.P.D., Maggie was one of the few people associated with Akins to remain on the force.

Sawyer continued on her position as Captain of the M.C.U. and as such, she partnered Jamie Harper to Harvey Bullock and assigned them an extremely difficult case.[5]

Batwoman

After the events of Final Crisis, Maggie and Toby's long-distance relationship ended. When she met Kate Kane at a dance, she asked Kate to dance and for her number.[6]
