General Marion Higgins was the brother of Roger Higgins, the original Shield, and the father of Joseph Higgins.

History

When Roger vanished in 1963, Marion recovered the armor of the Shield. Using his son as a test subject, he repaired the armor. Joe became the new Shield, and quickly became at odds with the General. He eventually surrendered the armor, only to be rescued by Roger, who reclaimed it.
