Mark Felps was a NYPD cop and ally of Manhunter (Mark Shaw).
History
Felps was newly hired, transferred or promoted to Warrant Officer at the NYPD 11th Precinct around the time of the Invasion!. He was eager to meet Manhunter (Mark Shaw) believing Mark to provide a valuable service to the police by taking criminals off the streets.[1]
