Mark Mardon was a Central City extortionist who had multiple run-ins with The Flash.
History
His brother Ben devised a weather control device that Ben intended to use for the benefit of mankind, but Mark had less beneficent plans: threatening to freeze the entire world if his demands were not met. He was brought down by the united strength of Superman and Flash, who were competing in a publicized super-speed footrace at the time.
Weather Wizard later joined the Superman Revenge Squad and the Legion of Doom; he sided with Grodd in the Legion mutiny, and was killed when Darkseid blew up their spaceship.
