Black Hood was a member of the Mighty Crusaders.
History
Mateo Burland was a bodyguard to Amado Santana, a Detroit heroin kingpin. He contacted the Web Host to help him get out and move to Miami with his sister, Nina. The Web agent was kidnapped by Santana and tortured him for information. A hit squad was sent after Mateo, which Nina did not survive. The death of the Detroit agent gained the attention of the Web.
Web flew to Detroit and had a rocky interaction with the recovering Burland. Mateo berated the Web for his passive role and took matters into his own hands. In the old JLA base where Web had taken him, he found a special kevlar suit twice as thick but half as light, as well as special guns.
He set out on his vendetta to kill Santana. Web at first stopped him, but realized these people died because he had passed responsibility onto others when he created his network. He let Burland kill Santana. Burland became the Black Hood, and even though it wasn't what he had in mind originally, justice is justice, no matter who lives or dies.
