Lt. Matthews was a corrupt Gotham cop working for the Black Mask.

History

He was part of an illegal smuggling ring within the GCPD that moved heroin and cocaine. He worked closely with MacNaulty on drops. He ultimately was arrested and agreed to turn in a ledger of all dirty cops in GCPD.
