Max Danner was one of the leaders of Intergang.

Danner had a plan to hijack the telescope of the Olympus Observatory and convert it into a plasma cannon capable of channeling power from distant orange-type stars. Danner's men fired it upon Metropolis, anticipating that Superman would intervene to save the day as usual. The plasma discharge was really intended to be absorbed into Superman's body and would cause Superman to explode into a fireball and destroy Metropolis upon the next usage of his powers. Danner's scheme was inadvertently hijacked by that of another villain, Mister Xavier, who coated Clark Kent's entire wardrobe with a chemical agent that would absorb the wavelengths of light from which Superman derives his powers. Xavier's intention was to trick Clark into believing that the disappearance of his powers while dressed as Clark was psychological in nature, having to do with cognitive dissonance over the maintenance of a double-life. Because of those unrelated circumstances, Clark decided to spend one full week in only his Clark Kent identity, during which he would be powerless, and then another week in only his Superman identity, in order to decide which of his two identities should be sacrificed to resolve his issues. As it so happened, stopping the plasma beam from destroying the city was the last super-feat Superman performed for one whole week. Clark remained in his civilian identity for the rest of the week, unable to utilize any of his super-powers, and used a lead from an underworld informant to track down Intergang's rolling office, hidden in the cargo container of a truck. Clark activated an anti-gravity device created by Professor Pepperwinkle once inside Danner's lair and counted upon his superior ability to navigate weightless environments from years of experience with flying to outmanever and knock out Danner and his henchmen.[1] Danner and the rest of Intergang were arrested, and files from their rolling office were publicized to unveil their plan after the fact. By the end of the week, the effect from the plasma blast on Superman's physiology had worn out, allowing him to spend one whole uninterrupted week in his caped-and-costumed identity. Danner sent a hitman to assassinate Clark Kent in his 344 Clinton Street apartment, as Clark was the District Attorney's star witness in the case against him, but the hitman was killed by Xavier, who had invaded Clark's apartment for his own purposes while Clark was away.[2] Clark's unavailability to testify threatened to scuttle the state's case against Danner, but Clark made an appearance at Metropolis Courthouse at the end of the week. Unfortunately, Clark was called away before he could step up to the witness stand by a mental summons from Xavier, leaving it unknown whether Danner was acquitted or his trial was postponed.[3] The collapse of Intergang operations all over Metropolis and their de facto replacement by SKULL makes it more than likely that Danner and his cohorts were convicted in the end.[4]
