Mekros was an enemy of Batman (Jean-Paul Valley).
History
A former mercenary in covert operations that got interested in the potential of MK-Ultra; an agency's drug and mind control experiments originally designed to create "sleeper" agents for later activation. Mekros decided to become his own test subject using self-hypnosis and other techniques to brainwash himself and became a self-made perfect assasin.
He worked at one million per contract and was hired by Don Mercante to kill Batman and Santos Varona. He succeeded in killing Varona, but Batman beat him and left him nearly dead.
Later, a phone call reveals that Mekros used to belong to the same agency as Remmy Sturgis and The Sleeper, implied to be either CIA or someone else continuing MK Ultra experiments. However, eventually Mekros left the group and became a freelance assassin. [1]
