Merlin is a powerful sorcerer, who tried to bring the forces of magic under his control. This made him an enemy of the Justice League Dark.
History
When Merlin appeared in the modern day, he decided to begin a conquest of the forces of magic, to bring the mystical chaos under his control. He separated Etrigan from Jason Blood, and recruited Blood to be one of his hunters, while forcing Etrigan into a contract against opposing him. He accessed the Tower of Fate and used it to cast a spell, an illusion that hid the wider world from his genocide against magic users. Merlin's forces slew witches and wizards of all strokes, even angels like Zauriel. The only thing stopping his plan's completion was Doctor Fate--without the Helmet of Fate, Merlin could not properly view the future, and predict what was coming.
Opposed by the Justice League Dark, Merlin commanded his forces against them. He did not join the battle himself, until the mighty Etrigan broke the contract to aid his allies. But as Merlin approached to strike him down, Fate approached, with a bargain: Merlin would take the sorcerer, who would serve as his oracle, in exchange for sparing the League's lives. Merlin agreed, releasing the magic heroes, but vowing to continue his war against them.
