Sanction was a mercenary and enemy of the Outsiders.

Michael Ryer was a government agent fired by the CIA for dealing drugs. Ryer once worked with Geoffrey Barron. Though the details of the event remain a mystery, Ryer blamed Barron for leaving him behind on a mission in Angola. [1] At some point after his purported abandonment, Ryer was turned into a cyborg and became an assassin. Geoffrey's wife Marissa Barron hired Ryer to kill Geoffrey. At the time, Geoffrey was working with the Outsiders as Technocrat, and the Outsiders defeated Sanction.[2]
