During his tenure, he first refused to accept a 'Star Wars' satellite hijacked by Kobra. He also tried to buid up the Soviet Union's metahuman forces and teams like People's Heroes, Blue Trinity, Red Trinity, Rocket Red Brigade, Soyuz and Red Shadows were formed to compete against America's metahuman population.He also faced a lot of competition from hardliners during his tenure.
