Minister Blizzard is an ice-powered super-villain who claims to be the prime minister of an Ice Kingdom. Using an ice gun, he has the ability to control ice and snow.
History
Blizzard was a religious leader of a fanatical cult considered a threat to the modern world by the Amazons' chosen assassin Myrina Black, who was tasked with the great mission by the Old Gods to fight the dangers that threatened it with war.[2]
Later, attracted by the winter town created by billionaire philanthropist Barry O'Neill in Gotham City, Blizzard took offense at considering that only he could truly return the world to the ice it came from. Despite having received letters from the Minister, O'Neill didn't believe he was serious, so the super-villain appeared in Cherry Hill riding a giant ice bull and threatening everyone present with his ice gun — even though he claimed he wasn't mad and that there was a kingdom encased in snow that no human money could bring it back (although GCPD Commissioner Gordon believes he is from Bayonne).
After the Minister was quickly taken down by Batman, O'Neill explained to Commissioner Gordon about his letters, and the commissioner admonished him that he should have told GCPD, but in the end the important thing is that the philanthropist managed to bring it to the people, especially kids, the magic of winter.[1]
More recently, during a holiday celebration bringing together the Justice League Queer, Minister Blizzard made a surprise attack on The Sacrarium of the magician Gregorio de la Vega hidden in the Amazon Rainforest chasing the Tasmanian Devil, who had gone unsuccessfully to save his friend Sigrid Nansen, the Icemaiden, who was then serving Blizzard to help him create eternal winter throughout the world.
Thanks to the compassionate intervention of Syl, pupil of de la Vega, who helped Icemaiden see the good in her by making her understand that her icy powers were a necessary part of the life's renewal, she rebelled against Blizzard, adopting the new name Glacier inspired by Syl, and helped the JLQ defeat the ice super-villain.[3]

- Minister Blizzard was created by William Moulton Marston and Harry G. Peter, first appearing in Wonder Woman #29. However, in the Prime Earth continuity, Minister Blizzard first appeared as part of the New 52 DC Universe in Batman Annual (Volume 3) #1 by Steve Orlando and Riley Rossmo.
