Mr. Fowler was a Hollywood press agent. Among his clients was the actress Daphne Dean.

In order to get more publicity for Dean's first starring role, in the film Belle of Atlanta, Fowler arranged to have the film premiere in her hometown of Fallville, Iowa, at the same time that Dean's childhood sweetheart, Barry Allen, was there visiting his parents. He told her to act as if she was falling in love with him again. His plan did not work, as Barry was in love with Iris West, but the film received a great deal of publicity anyway, as the Flash rescued Dean from a group of jewel thieves who had kidnapped her from a masked ball held in honor of the movie.[1]

  • Although this character was originally introduced during DC's Earth-One era of publication, their existence following the events of the 1985–86 limited series Crisis on Infinite Earths remains intact. However, some elements of the character's Pre-Crisis history may have been altered or removed for Post-Crisis New Earth continuity, and should be considered apocryphal.
