History

A disgruntled lab assistant stole a chemical from his boss that allowed him to convert his body into water at will. This allowed him to sneak into the inventor's house by dripping through a crack to steal other valuable inventions and evade Captain Marvel, Jr. Eventually the young hero learned that real water would fatally disperse Mr. Hydro and threatened him with a spray gun, before forcing him to chug the antidote that took away his fluid powers.
