Mister Miracle (Volume 2) #19 is an issue of the series Mister Miracle (Volume 2) with a cover date of September, 1990.
Synopsis for "Mutants"
Scott and Oberon return to Bailey only to find two protest groups in front of their home, one demanding to set Barda free from jail, and one demanding Scott to pay his debts for all the damage he caused. The presence of Scott in the middle of the protest just generates a riot, and the police arrive shortly to take him and other rioters to the commissary. Scott and Oberon are jailed in a cell next to Barda. Barda explains why she was locked, and Scott realizes faster than her that she was set up by the same guys at Serenity Fields, so they escape from prison to catch the real criminals and prove their innocence.
At the Serenity Fields research facility, Cutler and Gashe test the mutation-virus on live animals, and Miracle Mister and Big Barda break-in, discovering Darkseid's participation in the project. The two researchers fail to stop them, and they accidentally free the mutated animals. Scott comes up with the idea of using the Miracle Misters to bring the mutates back to normal, but Andy and Wally sold all of their samples, so Oberon is forced to go door to door asking to borrow a sample. Oberon brings the miracle soap and returns the poor animals to normal. They then take the criminals to the police station. The people gathered at the station still demand Scott to pay them for the damages, and Barda leads them to Andy and Wally's treehouse and forces them to give the money they earned selling Miracle Misters to the neighbors.
