Mister Shadow was an active vigilante in 2019, despite the Keene Act having made masked vigilantism illegal years prior. He was arrested by FBI agent Laurie Blake.

Mister Shadow was tipped off to a planned bank robbery by a member of the FBI. However, the robbery was a trap set up by the FBI themselves to capture Mister Shadow for his illegal vigilantism. Despite trying to escape, Shadow was shot in the back several times by Agent Blake. Shadow survived thanks to his bulletproof armor - though Laurie didn't appear to have planned that. He was arrested and taken to a hospital for treatment.
