Mister Smith was a Manhunter posing as a human.
History
Hostile Takeover
Mr. Smith worked alongside the Predator creating a fake company called Continental Petroleum, known as Con-Trol, to take over Ferris Aircraft.[1] Mr. Smith used his businessman front to warn Jason Bloch to desist on his attacks against Ferris Aircraft, claiming that his company had interests with Ferris.[2] After Bloch ignored his warnings and sent the Demolition Team to destroy the facilities,[3] Mr. Smith offered his financial help for the reconstruction of Ferris Aircraft, becoming the company's new Executive Administrator.[4] In time, Smith removed Carol and Carl Ferris of the Directors Board, took over the corporation[5], and fired Hal Jordan[6].
Millennium

When a Guardian and a Zamaron came to Earth to start the "Millennium Project," Mr. Smith revealed himself in his Manhunter form. Smith set his eyes on Tom Kalmaku, one of the "Chosen," who, working at Ferris, was an easy target for him. Smith, equipped in full Manhunter gear and a yellow rod, fought Green Lantern in Alaska, but Hal Jordan ultimately defeated him.[7]

- Although this character was originally introduced during DC's Earth-One era of publication, their existence following the events of the 1985–86 limited series Crisis on Infinite Earths remains intact. However, some elements of the character's Pre-Crisis history may have been altered or removed for Post-Crisis New Earth continuity, and should be considered apocryphal.
