Mister Wheels – so nicknamed due to his confinement to a wheelchair – was the elderly leader of an organized crime ring called Crime Enterprises.
History
On the eve that Plastic Man had compiled evidence against him, Wheels summoned a trio of contract killers – Mauler, Growse, and the female hitman Flits – and hired them to murder the stretchable sleuth, promising a million dollars to the successful killer. Fortunately, infighting caused by a combination of greed, rivalry, and mistaken belief that Woozy Winks was Plas in disguise kept the trio busy while Plastic Man arranged a showdown at a hotel where Wheels was hiding out. Inspired by the would-be assassins' confusion over Woozy's "disguise", Plas posed as Mr. Wheels himself, tricking them into admitting that the crime lord had hired them to commit a murder, before the real McCoy showed up. In the ensuing confusion and fighting, Wheels and Woozy seemingly were sent hurtling over a balcony to their death, when in reality a band of firefighters were standing by with a safety net prepared to catch them both. Wheels was thus taken into police custody along with his three failed underlings.
