Mister Who was an enemy of Doctor Fate.

The mysterious Mister Who was born a cripple and was teased by other kids while growing up. He worked hard and by the early 1940s he had become a brilliant scientist, but due to his bitterness from years of abuse, he developed into a criminal mastermind. While capable of great scientific achievements, he always used them in the pursuit of petty thefts. He created Solution Z, a formula based on adaptive creatures, which empowered him with a whole suite of super powers, including phasing, invisibility, shape-shifting, size-shifting, limb-regeneration, amphibianism, and youth.

Mister Who's criminal exploits earned him the attention of Doctor Fate, who tracked him to his laboratory by following the trail of a stolen museum painting. Mister Who entrapped Doctor Fate by forcing him to fight a giant spider, but Fate persevered and defeated Who, seemingly killing him.[1] Mister Who survived however and returned to plague Doctor Fate on at least two more occasions.[2][3] He then went on to become a member of Mister Mind's Monster Society of Evil.[4]
