Mr. Wing was a person with a bird-like body hired by the Penguin.

Mr. Wing was a person with a giant bird-like body, created by the geneticist Emile Dorian.[1] Because of this, he was later hired by Gotham City's crime kingpin Penguin. In his first week of work, he faced down Batman and Azrael, who had come to interrogate Penguin about the Shawl of Magdalene. As he lifted the two off the ground, Penguin ordered him to kill them but he soon received kicks in the gut by the duo. Azrael chased after the Penguin while Batman subdued him by tossing him onto the nearby bar.[2][3]

The Joker later came to the Iceberg Lounge, asking for money, but the Penguin rejected it, stating he knew someone was trying to kill him and he'd like to see how the situation turns out. As the Joker ordered his henchman Straightman to threaten him, the Penguin called in Mr. Wing to deal with him. Mr. Wing was however severely outmatched in the fight, as the Joker revealed the United States Government had turned Straightman into a super-soldier. Red Hood interrupted as soon as Mr. Wing was knocked out, burying Straightman under the lounge's chandelier and knocking the Joker out with darts. He also put a few darts in Mr. Wing to make sure he wouldn't get up.[1]
