The Monarch of Menace was a criminal from Gotham City, who worked disguised as a royalty member.

His special equipment allowed him to overcome the great lawman, Batman and avoided being captured after his largest crime. After that, the Monarch went into a partial retirement until his son used his masked identity and ruined his reputation as the only criminal to ever escape from Batman. The Monarch returned to Gotham, unaware that Batman had already studied his methods and for this reason, the Monarch was finally captured by Batman.[1]

After years of inactivity, the Monarch found the best opportunity to capitalize during Batman's absence from Gotham. He gathered a group of mid and low profile crooks and convinced them that he had captured Batman and that he would release him unless they paid him a percentage of their loot. His plan worked fine until Batman returned to Gotham and put and end to his criminal ways for good.[2]

  • This version of Monarch of Menace, including all history and corresponding appearances, was erased from existence following the collapse of the original Multiverse in the 1985–86 Crisis on Infinite Earths event and later restored following the rebirth of the infinite Multiverse during the Dark Crisis of 2022-2023. Even though other versions of the character may have appeared, this information does not apply to those versions.
