Morgan Rule is a meta-human bank robber who fought against The Flash and Superman.

History

Morgan Rule was a C.I.A. contact-man in San Felipe who siphoned money to keep Hector Esquelito in power while overlooking his gunrunning and drug trade. After threatening to quit, Esquelito had Morgan's wife killed. Morgan Rule became a bank-robber named the Silver Squid and took amphetamines and steroids to make his powers stronger.

Jimmy Olsen decided to break into Silver Squid's apartment in an attempt to get a good news story and get his job back. He was found by Silver Squid and held as leverage against Superman and Flash so they could take Hector Esquelito to him. When Superman and Flash took Esquelito to Silver Squid they made Hartley Rathaway pose as the Flash and hand Esquelito to Silver Squid. When Silver Squid went to kill Esquelito with a blast of electricity Wally West rushed Esquelito out of the way and fought against Silver Squid with Superman.
