Mount Zerro was a tiny nation in Europe, briefly controlled from behind the scenes by a ruthless financiewr.
History
In 1946 the tiny nation of Mount Zerro was financially taken over by an extremely wealthy businessman named Cairn. This enabled him to evade international regulations while plotting the quiet take-overs of several larger nations. Cairn's behavior in Mount Zerro was that of a benefactor and advisor, helpful to officials and merchants alike. Outside of Mount Zerro he was well known and widely distrusted.
After sending two of the Blackhawks to investigate Cairn, Blackhawk flew to Mount Zerro to challenge Cairn. His squadron followed him there. After some false starts, a conclusive shoot-out took place, in which many of Cairns' troops were killed, and Cairn himself died from poison.
