The Musketeer was the "Batman of France", a member of the Batmen of All Nations.
History
He retired following an attack on the team by the Black Glove. He decided to stay retired when he saw that Paris was well-protected by the new vigilante Nightrunner.[1] However, he later joined Justice League Europe.[2]

- Musketeer was created by Edmond Hamilton and Sheldon Moldoff, first appearing in Detective Comics #215. However, Musketeer first appeared as part of Prime Earth continuity in Batman Incorporated (Volume 2) #3 by Grant Morrison and Frazer Irving.
