The third NKVDemon was a mercenary who worked for Ulysses Hadrian Armstrong in an attempt to incite a war between two Middle Eastern countries.
History
During this affair, he runs afoul of Robin and Nightwing, who have come to apprehend Armstrong. The NKVDemon later served as a bodyguard for the head of the Gotham Odessa family, and was subsequently killed in the shootout that incites a gang war in Gotham.
