Neil Borman, also known as Fallout, was a criminal in Central City who was highly radioactive.

History

Having been turned into the monster that he was, Fallout was assured by the criminal Mister Freeze that he would find a cure for Borman's condition after healing his wife Nora. However, while Fallout was held in Iron Heights, Freeze was killed by Citizen Cold.

Being freed by Mirror Master, Fallout and Cold's Rogues attempted to kill the hero by luring him in with his sister Lisa. When the plan went awry, Borman killed Lisa, causing Cold to return and kill every single one of them.
