Neptunia was an island in the Pacific Ocean inhabited by enemies of Wonder Woman. The island was a broken-off piece of the planet Neptune.
History
Earth-Two
Shortly after World War II, a piece of the planet Neptune broke off, flew across the Solar System, and landed on Earth, forming a new continent in the Pacific Ocean, called Neptunia. This huge fragment was pulled free from Neptune by the combined pull of all other planets. Its arrival on Earth set off a worldwide wave of devastating earthquakes.
Neptunian society observed a rigid caste system. At the top of it was Solo, Master of Masters, served by the Masters (Stalthon, Soldar, others), who were in turn served by Mechanos. Mechanos were made from Neptunian men, with an apparatus that projected water ions, which removed all salt from the human body, causing the desalted man to lose his individuality and become a Mechano, completely controlled by his master. This process was ineffective against women.
Shortly after Neptunia's arrival on Earth, it was visited by Wonder Woman, and a conflict developed. After a crushing defeat, the ruler of Neptunia agreed to sign a peace treaty in which Neptunia became a protectorate of the United States of America, accepting U.S. troops and an American governor. Under cover of this treaty he plotted to cut the Earth loose from its orbit and send it to Neptune as a captive planet. A second conflict developed, with Wonder Woman reinforced by U.S. Paratroops this time, and Solo was dealt a second crushing defeat.
The current rulers of Neptunia, since 1945, have all been female.[1]
By the late 1940s, Neptunia was entirely submerged, still populated, behind and under giant crystal walls, which change shape as directed. The former ruler had connived his way back into power, and thrown Presidenta Una and her all-girl staff into a dungeon. When Etta Candy and the Holliday Girls traveled to Neptunia, they too were endungeoned. This inevitably led to Wonder Woman returning to Neptunia for a fourth and final conflict with Solo, at the end of which the ex-ruler was again imprisoned, in Neptunia.[2]
Earth-One
This is an in-universe article with out-of-universe material.
Most or all of these same events happened, in slightly different ways, with few exceptions:
- Neptunia was an undersea republic, governed by Presidenta Una, usurped by Solo of Neptunia.
- No mention is made of Neptunia being a continent, it is called "an underwater city".
- Per panel 2 of page 3 of story 1 of Wonder Woman #209, this Earth-One version of Neptunia also fell into the Pacific Ocean, from the all-male Planet Neptune. No mention is made of planet-wide earthquakes.
- No mention is made of Neptunia having an all-male population.
- The formerly formidable Neptunian Flying Fish now look like pony-sized ornamental carp. No Tigeapes are seen.

Notes
- Neptunia's break-off, its course across the Solar System, and its arrival were all correctly predicted by Professor Astrolog, of Holliday College.
- Neptunian wildlife were cataloged by Professor Zool, also of Holliday College:
- Tigeapes, which strongly resembled Earthly tigers, with the heads of Earthly apes, were not naturally ferocious, but would attack when commanded to.
- Neptunian Flying Fish were the size of ponies, with eel-like heads, and had tentacles.
- Neptunians studied all Earthly languages, via radio.
- There were no female Neptunians.
- When more population was wanted, new human males were made, out of water, using a secret chemical.
- Neptunian immigration law, and an international treaty, prohibited any woman from setting foot in Neptunia.
- Neptunian weapons include unbreakable nets, and water whips, which are made of magnetic water, thus clings tightly to human flesh.
- Neptunian spacecraft were armed with atom-splitting guns which could sever the Sun's gravitational pull on the Earth. Using this technology, the Neptunians remaining on Neptune had captured the small planet Femina and turned it into a captive moon.
- Neptunian Cranial Subfusing Machines could make a human into an animal, using deevolutionarying chemicals, taken from seawater, which were atomized and forced into the brain, which then altered the body and personality accordingly.
