Former CIA Agent Theodore Gavlin, a former member of the defunct Madmen of Gotham, spent years perfecting the drug Neurtrol in the 1950's. The drug was designed to repair and restore damaged brain tissue. It was also suppose to repress violent tendencies. However, the drug had an unexpected side effect and triggered hidden abilities of the brain, most notably in his own son Erik Gavlin.

WayneCorp acquired New Hope Pharmaceuticals in an attempt to keep the formulae to Neurotrol locked-up.
