In a story of Alfred Pennyworth, the "New Joker" was the successor of the Joker.
History
He attacks Bruce Wayne while he is visiting the museum set up to honour Batman. He proclaims himself as the Joker's son and kills Wayne as well as his wife Selina Kyle despite the attempts of Dick Grayson, the new Batman, at stopping him.
After Batman discovered his location he set out to stop him and found that he had planned to unleash Joker gas on the whole city. Dick also discovered that the original Joker was still alive but ill due to his prolonged exposure to toxic chemicals, and that he wanted to crush Batman's legacy while he was dying. Joker also told him that his "son" was actually just a fan with nothing to live for and he had trained as an apprentice, after going through many other candidates.
Damian Wayne, the new Robin, intervenes and fights the New Joker which allows Batman to free himself while the Joker is distracted. The Joker duo are thus soon taken down by Batman and Robin.
Notes
He does not exist in the actual continuity of Batman: The Brave and the Bold. He is a character in a book Alfred writes, about a possible future for Batman.
