The New Rogues was a group of villains formed by Penguin to expand his reign during the absence of most of Gotham's crooks. They were outfitted with weapons of the "Old Rogues".
History
After abandoning Penguin in his fight with Intergang, they joined the Society. Libra sent them after the Old Rogues in the hope that they could persuade them to join him too.
Though they had the weapons, they lacked the Old Rogues' knowledge, experience, and most of all, their tailor. When the Old and the New Rogues faced off in an old meat factory, the New Rogues were easily defeated. None survived.
