Synopsis for "Hidden Agenda"
Victor and Sarah go ice skating, where Vic shares his feelings for her. Sarah reveals that she has been offered a promotion from S.T.A.R. Labs and is planning to move to San Francisco, leaving Victor feeling conflicted about their relationship.
Meanwhile, Wildebeest breaks into S.T.A.R. Labs in New York so he can kidnap Mother Mayhem, who is pregnant with Brother Blood's child. He is confronted by Thunder and Lightning, who are acting as guards for the facility. After two short battles, Wildebeest escapes with Mother Mayhem.
Back at Titans Tower, Cyborg is working on the T-Jet, while Changeling tries to get his friend to open up. As soon as Gar gives up, Vic gets a call from Dr. Charles about the S.T.A.R. Labs break-in and calls the Titans to action. The team assembles in Titans Tower with Dr. Charles and Dr. Vincent Ellis, Mother Mayhem's doctor, where they try to understand what Wildebeest wants with Mother Mayhem and her unborn child.
In a winter retreat upstate, Wildebeest strikes again, this time appearing before the Puppeteer, with whom he asks to make a deal. With the help of his mechanical puppets, the Puppeteer and Wildebeest break into Ryker's Island Prison and free Disruptor, Gizmo, and Trident. The Titans show up and try to stop them, but the villains escape.
The Titans return to the Tower, confused as to what Wildebeest's true intentions are. Nightwing splits the group into teams and tasks them with finding about more about this new foe. Raven and Joey will follow up with the police on the Ryker Island Prison breakouts; Vic, Gar, and Danny will head to S.T.A.R. Labs and figure out how Wildebeest was able to get past security; and Dick, Kory, and Donna will go undercover to investigate Wildebeest himself.
Finally, as the newly escaped villains get to know one another, Wildebeest removes his costume and reveals himself to be Dr. Vincent Ellis.
