Synopsis for "The Changing Order"

Arsenal takes the New Titans on their first field mission, and they are able to save the hostages, but Crimelord's men get away. Changeling begins to grow more violent and is easily annoyed by the new team.

Sargent Steel takes the Titans to their new headquarters, and he consults with Nightwing about the new team. Meanwhile, some of Crimelord's followers kill a senator trying to pass an anti-terrorism bill. And Green Lantern is followed by a mysterious entity in space.

According to an editor's note, the events in this issue take place two weeks after the events in Zero Hour #0 and Damage #0 & #7.

In October of 1994, all of the existing mainstream DC Comics titles released a special "0" issue to coincide with the Zero Hour crossover event. The purpose of the "0" issue was to reveal a previously unknown aspect of the title character's background. DC Titles under the Vertigo imprint were largely unaffected by Zero Hour and thus, no "0" issue specials were published for them.
