Nightwing was an American covert intelligence agency whose purpose was to police the world's emerging superhumans.
History
When the first Atom saved Earth-9 during his world's Cuban Missile Crisis, President John F. Kennedy decided that this new world needed an agency to police the superhumans, and signed Nightwing into law. However, they strayed from their original mandate.[1]
They began spending most of their budget on technology research, serving to protect America from both superhumans and the Soviet Union. Slowly, their computer network spread around the world, allowing people to communicate instantly while also giving Nightwing eyes and ears in every home.[1] They also researched magic, recruiting a group of magicians called the Dark Circle.[2] In the 1970s, Nightwing attempted to create an army of superhumans by using an experimental evolutionary accelerant called the Miraclo Solution. Nightwing secretly used the accelerant on a small South Carolina town in which it killed everyone except for a baby named Harvey Dent. The agency believed the experiment to be a failure, but years later they would learn they were fatally wrong.[3]
When a sudden wave of costumed heroes appeared in 1996, Nightwing was ready to both monitor and counter their efforts. Nightwing formed a black ops team of magic users called Night Force, which later became a rogue faction opposed to its parent organization. But in reality Nightwing secretly manipulated Night Force to serve their interests by sending them on missions deemed too sensitive for Nightwing's operatives.[2]
In 1998, when Soviet scientists created an entity called the Ultra-Humanite, Nightwing was powerless to combat it until Harvey Dent, who manifested his powers as a result of Nightwing's Miraclo Solution, defeated the being. Following the destruction left by the Ultra-Humanite's wake, Dent, who called himself the "Superman," took control of Earth and exacted terrible revenge on Nightwing for their roles in Dent's experiments. While Nightwing was rendered obsolete, some surviving former Nightwing agents plotted to overthrow Superman.[4]
