Synopsis for "Better Than Batman, Part One"

Nightwing is working undercover in the Parliament of Owls after they threatened Robins life. Traveling the world doing their dirty work, they are dissatisfied with his efforts and continued code of morality that he had sworn to drop once he accepted The Covenant. He is given a new assignment and partnership with Raptor, a freelance assassin and thief, and given orders to do things the Talon way.

Nightwing rejects the offer, saying that he is fine threatening people and forcing gangs out of the Talon's “territory”, but he is here under duress and he will continue to do things his way, no killing.

Back in Gotham, Batman and Robin are sparring. Nightwing approaches Batman for advice on what to do with this new assignment. Batman tells him that Nightwing has made is clear that he wants to do things his own way, so asking for his help beyond payrolling his operations is irrelevant. Nightwing leaves to speak to Batgirl.

Dick and Batgirl meet up on top of Burnside Bridge, and Dick lets her know that he will be working undercover again. Barbara brings up the disaster of his last “undercover” work when everyone believed he was dead, and how upsetting it is that he continues to work these jobs with no team to back him up. The conversation is interrupted during discussion about how Batman is “almost too okay” with Dick doing this work.

Nightwing is plagued with thoughts of Bruce and how he hoped to raise Dick so he didn't have to live in the shadows the way Batman does. Leaving Batgirl with a promise that he will bring back a souvenir with her name on it, Nightwing goes to Moscow for his last solo assignment from the Court of Owls.

Once there and holding the nesting doll with Barbara's name on it, he is met with Raptor, who calls out Nightwing for being distracted. Dick says that he doesn't need a partner for this job, having already worked with the best partners a guy could have. Raptor attacks, taunting Nightwing for his relationship with “Barbara” and a pitiful mentor in Batman. Standing over Nightwing he declares that it is time for him to have a new mentor to reeducate him.
