Synopsis for "Power Vacuum, Part 4: The Leap"

Heartless and his henchmen blast their way into Bludhaven Private Prison and free and arm all the inmates. He tells them to run riot and kill anybody who tries to stop them. He also releases Elephantman to destroy as much of the city as possible, and personally recruits KGBeast to kill Nightwing. Across the city, Nightwing hears the explosion and races over while Oracle hacks into nearby security cameras. She warns him that Heartless is acting openly now and he tells her to activate "Operation Power Shift".

Nightwing leaps down into a crowd of escaped prisoners, but rather than fight them he tells them that Heartless is a serial killer who takes parents away from children. As the prison was designed to imprison as many people as possible for profit, most of the inmates did not belong in prison and were serving sentences for minor offenses, were awaiting trial and couldn't make bail, or had been locked up because they could not afford the exorbitant "fines" that the corrupt BPD imposed on them. They turn on Heartless and help Nightwing clear the rubble from the roads so fire and medical crews can reach the prison.

The Titans arrive on scene to help. Nightwing sends Raven, Starfire and Flash to stop the actual dangerous criminals among the escapees; and Cyborg, Donna Troy and Beast Boy to capture Elephant Man. Meanwhile, in the chaos of the riot Heartless finds Tony Zucco and tells him that the entire point of the jailbreak was so they could meet. He tells Zucco that he has admired him for years, that Zucco changed his life when he killed the Flying Graysons, and that he hopes they can work together. Nightwing arrives on the scene but KGBeast tackles him before he can get to Heartless and Zucco. Dick dislocates his shoulder but he is able to fend off KGBeast and his goons long enough to the Titans to arrive and quickly defeat them. Heartless and Zucco get away, leaving behind Heartless' mask which has the words "Dick Grayson Has More To Lose" written on the inside.

Superman and Wonder Woman arrive to help, but Dick tells them the situation is already taken care of. They ask to speak with him and take him to the ruins of the Hall of Justice; where they tell him that the Justice League are rethinking how they can best help the world, and while they're doing that the world will still need to be protected. They ask him to become the overall leader of the superheroes, as his work during the Dark Crisis and the prison break have proven he is the right man for the job.

A few weeks later, he meets with Batman at Alfred's grave and asks for his advice, as he's not sure if he can lead the heroes and do what needs to be done in Bludhaven, but Batman tells him they wouldn't ask him if they didn't think he could handle it. Nightwing realises they've never visited the grave together, and Batman admits that it's harder for them to talk now that Alfred is gone, because he was always able to say the things Bruce couldn't. They take off their masks and Bruce claims that without Robin, Batman would have become a dark and brutal vigilante, but Dick assures him he is a good man and that wouldn't have happened. Bruce tells Dick he is proud of him, but also reveals that he he believes he wasn't the father Dick deserved and apologises for failing him. Dick hugs him and says that he never failed him, and he will need his guidance more than ever now. They hug again, and Dick tells Bruce he loves him.

The next day Dick, Barbara and Melinda visit the abandoned prison. Melinda tells them that the prison's owners are asking for help from the city to rebuild, but Dick asks her to sell it to the Alfred Pennyworth Foundation instead. She agrees, and also tells him that she is pushing through bail reform and forgiving the outstanding fines to prevent innocent people being sent to prison.

A month later, as Nightwing, Dick holds a press conference and unveils the new Titans Tower, built on the site of the prison.
