- I think you're the man who disappoints me the most in this city. Blockbuster -- I've looked into his eyes. I've seen what he is. He doesn't pretend to be anything other than a power-hungry thug. But you, you put on a badge and swore to protect and serve. And instead of protecting the vulnerable, you chose to protect the most powerful. You chose to serve the most corrupt, the most evil. You were supposed to defend Blüdhaven from men like Maroni and Desmond. Instead, you joined them. You weaponized your police force against the populace. You made the people fear you. You're everything wrong with this city tucked into a uniform.

Synopsis for "The Battle For Bludhaven's Heart, Part 3"
The Bludhaven cops who attacked Haven are arrested and interrogated by the FBI. In exchange for lighter sentences they admit that Commissioner Maclean ordered them to do it. Melinda "warns" Commissioner Maclean that the Feds are coming for him and he attempts to flee with records of Blockbuster's criminal enterprises. He runs into an ambush by Nightwing who takes the files and leaves Maclean to be arrested. The next morning, the Attorney General holds a press conference where she announces that Melinda has chosen Maggie Sawyer from the DOJ's shortlist of candidates to be the new commissioner of Bludhaven PD.
After seeing the press conference, Blockbuster calls Melinda, angry that she appointed a new commissioner without consulting him. She argues that she didn't have time and, of the DOJ's preapproved candidates, she seemed like the least effective, having spent her career in a city protected by Superman. He tells Melinda he wants to meet with her immediately, and he is in her home with her mother. Melinda and Audre rush to Melinda's apartment, fearing he has harmed Meili, but when they get there they just find him having tea with her.
Blockbuster tells Melinda to come with him alone, and before she leaves Melinda whispers a message to Meili in her native language. He takes Melinda to the docks and tells her that Dick Grayson has a mole in his organisation. She is afraid he knows it is her, but he actually believes it was Electrocutioner, who he has been torturing in a warehouse on the docks. Melinda asks to be left alone with Electrocutioner and after Blockbuster leaves she cuts him loose and calls Dick to come and save them, but Electrocutioner blasts her. Blockbuster comes back in and Electrocutioner tells him that Melinda is the rat.
