Synopsis for "Power Vacuum, Part 3"
Using the information from Sal Maroni's testimony and Blockbuster's records, Commissioner Maggie Sawyer leads a massive crackdown on corrupt police officers, politicians and officials, leaving Bludhaven's criminal underworld leaderless. Tony Zucco, recently released from prison, comes to Bludhaven hoping to take advantage of the power vacuum and rule the city with the help of his "daughter", Mayor Melinda Zucco. Tony tells Melinda that Maroni didn't trust digital money and stored his wealth in gemstones, and he knows where Maroni's most valuable jewel is.
The next day, Melinda meets with Dick and tells him that Zucco is back. As Nightwing, Dick trails Zucco and his new henchmen, the criminal acrobats Double Dare, from his hotel to what appears to be a shack on the beach in Bludhaven's Old Fishing District. Double Dare knock out the guard at the door and go inside, revealing a staircase leading underground. At the bottom is a vast cavern containing an old sailing galleon and a whale skeleton. Zucco tells the Marceau sisters that this is The Hold, a secret bank serving Bludhaven's elite criminals.
At gunpoint Zucco forces the "Quartermaster", the sole elderly teller dressed like an old-fashioned sailor, to open Maroni's safety deposit box containing the Eye of Kahndaq, a massive blue diamond. The Quartermaster warns him that the Hold will hunt him down for what he has done and Zucco shoots him through the eye to prevent him telling his employers who he is, but the Quartermaster somehow survives. Zucco attempts to finish him off but Nightwing appears and knocks his gun out of his hand. Zucco flees as Double Dare attempt to stop Nightwing, but he easily evades them and chases Zucco to the surface.
Nightwing tackles Zucco just before he reaches his car and is filled with rage at the sight of the man who killed his parents. He is sorely tempted to beat Zucco senseless, but they are suddenly surrounded by mercenaries working for the Hold who demand he hand Zucco over. As much as he would like to, Nightwing realises he needs to defend Zucco from being murdered by the Hold and squares off with the mercenaries; but suddenly the Quartermaster, now sporting an eyepatch, runs in and orders the mercenaries to stand down. He retrieves the Eye and tells Nightwing he is free to go and take Zucco with him, even promising to pass evidence of Zucco's crimes to the proper authorities to ensure he will face legal consequences. When Dick asks the Quartermaster why he is helping him, the Quartermaster reveals that he is also a customer of the Hold, as somebody apparently set up a safe for him without his knowledge.
The next day, Melinda goes to visit Zucco in prison. He assumes she is there to help him, but she has no plans to help him and that she knows John Grayson was her real father. He claims Meili lied to her but she tells him that the GCPD will be reopening the investigation into John and Mary's deaths, and that Meili has agreed to testify against him. She also reveals that she has legally changed her name to Grayson-Lin and that she will make sure the name "Zucco" is forgotten.
Meanwhile, Heartless takes advantage of the power vacuum created by Blockbuster's death and Maroni's arrest, and seizes control of Bludhaven's criminal underworld.
