Oliver Queen was Dark Arrow, the leader of the Nazi Party and dictator over Earth.
History
He attempted to invade Earth-1 during Barry Allen and Iris West's marriage, but failed. He also wanted to kill Supergirl, who was attending the wedding, to get her heart to save his wife Overgirl. After Overgirl dies, he attempts killing his Earth-1 counterpart, but the latter kills him first.
