Green Arrow was a member of the Insurgency against Superman's Regime.
History
Green Arrow helped defend Metropolis from various villains. He used a cushion Trick Arrow to break the fall of Black Adam after he had been reverted to his Teth-Adam form. He, along with Green Lantern, Wonder Woman and Aquaman, Batman and Joker are transported to a different world.
When Aquaman leaves for Atlantis and Hal goes to charge his ring at Ferris Aircraft, Diana and Ollie are left to deal with Sinestro attacking various civilians. He is knocked down by a blast from Sinestro's ring, and is almost killed by the Korugarian until Hal comes back, having charged his ring. After Hal defeats Sinestro and his evil counterpart, the threesome leave the scene and are found by the Batman of this world.
In the Insurgency Base, Bruce explains the 5-U-93-R pill that he had stolen from Superman and a small level of background on his Regime. Lex Luthor reveals himself to be an Insurgent and to be different from his alternate counterpart.
Later, Oliver helps break up a clash between Regime soldiers and members of the Joker Clan.
Oliver travels to outside Wayne Manor, where Bruce reveals Metropolis' destruction, Superman's subsequent rise to power, and the death of the Insurgent Green Arrow. Oliver enters Wayne Manor alongside Lantern and Wonder Woman, and disables the automated sentry guns. When they attempt to enter the Study, where the entrance to the Batcave is, Killer Frost blasts the door open and subdues Hal. Solomon Grundy then attacks Green Arrow, but is defeated by Ollie. Diana and Louise fight, but the former is frozen by an arctic blast. Diana manages to break the icy mold, but falls to the ground. Killer Frost and Arrow then fight, with Oliver emerging victorious.
The trio enters the Batcave, where Bruce locates the weapon he had designed to take down Superman and opens it using the DNA of Superman's 5 friends: Aquaman, Batman, Green Arrow, Green Lantern and Wonder Woman. After the weapon is unlocked, however, Wonder Woman and Black Adam break into the Batcave and attempt to apprehend the Insurgents. Oliver subdues the Regime Wonder Woman and assists in taking down Black Adam. However, Teth-Adam sends an electric shockwave through all of the Insurgents sans Oliver, who defeats Adam.
When Cyborg from his world arrives, the Insurgent Batman puts together a plan to rescue the alternate Batman. Oliver travels to Stryker's Island alongside Bruce to rescue Oliver's Batman. When they approach his cell, they are ambushed by Nightwing and Catwoman and Nightwing fights Oliver. Ollie accuses him of abandoning Batman, thinking him to be Dick Grayson. When he subdues Green Arrow, he reveals he isn't Dick Grayson, and Batman reveals him to be Damian Wayne.
Once Damian is taken down, Bruce approaches the alternate Batman's cell, revealing him to have been bruised and tortured. As the Insurgent Batman tries to support his counterpart, Oliver, possessed by Raven, lets loose several arrows and confronts the Insurgent Batman. Oliver/Raven is subdued, and the two Batmen and Green Arrow begin to leave the island, but are interrupted by Yellow Lantern's falling through the ceiling. Batman fights Hal and defeats him. Oliver and Bruce take the alternate Bruce outside, but they are not outside of the teleporter dampening range. Superman then arrives and confronts the Insurgent Bruce, intending to kill all three of them. However, they jump off of the cliff below them, to outside of the dampener range, and are teleported back to the Insurgency Base.
When The Flash defects from the Regime to aid the Insurgents, he first sees Green Arrow, who throws a timed explosive arrow at him. Barry defeats Oliver, but helps him back up to his feet.
Oliver later repels many members of the Regime in the Insurgency Base and in Metropolis.
Possible Post-Regime Epilogue
Upon beating "Classic" mode in Injustice: Gods Among Us or "Multiverse" mode in Injustice 2 with any playable fighter, the player would receive a possible alternate ending to the game's story featuring their fighter. These alternate histories should not be seen as relevant to future sequels or comic adaptations.
After the fall of Superman, Green Arrow visited the Star City of this parallel Earth. His counterpart was one of the first heroes to fall in the battle against Superman. One of the first to object the Man of Steel's new tactics and reasoning. A memorial erected in Star City's Orchid Bay served as a reminder of the need to fight oppression regardless of the odds.
There, Green Arrow found one citizen wasn't content to memorialize Oliver Queen in stone. With Green Arrow's training, a new archer, dressed in crimson, took up the fallen hero's mantle. Let Star City's criminal beware. The night belongs to Red Arrow.
