Because of an intervention by Doctor Fate in Year Two, Dinah Lance cheated death and was sent to an alternate universe, along with her son Connor. In his universe, this Oliver Queen who had lost his Dinah Lance years ago to unknown causes. Doctor Fate sought to give Dinah the happy ending she had worked for, but was denied, with her son. Fate says that he cannot guarantee that they will be happy together, but as he leaves, Oliver calls Dinah "pretty bird".
Oliver later reveals that he hadn't just lost his Dinah Lance but also his fortune and most of his friends before being rescued by Doctor Fate.
While living in piece with his new family, Doctor Fate arrives to declare that Dinah was never meant to live, causing the Lance-Queen family to immediately retaliate, but Doctor Fate clears out that while she was 'meant' to die, the Regime had finally been toppled and she could return to help Batman once again.
The family return together and greet Bruce who passes on the original Oliver Queen's fortune to the second one. As he and Dinah have yet to actually marry, Dinah proposes to Oliver, which he accepts. Before the pair can undergo ceremonies, however, the Suicide Squad attack Superman's prison forcing Oliver and Dinah to join Batgirl in stopping them. During the skirmish, Green Arrow's bow is destroyed by Deadshot, but he is saved by a surprised and elated Harley Quinn, who reveals that she had taken residence within the Arrow Cave, now renamed the Quiver.
The attack on the prison is later revealed to be a ruse as the real target of the Squad was actually Damian Wayne. Though disappointed, Batman gathers the remaining heroes and other key individuals to a meeting to discuss repairing the world, but Ted Kord fails to show, and it is revealed on television that he and other millionaires have been kidnapped by Ra's al Ghul. Kord and the others are then viciously killed by al Ghul.
Ted's death and their visit of the original Oliver Queen's grave pushes Green Arrow to hasten the wedding before the inevitable clash with the League of Assassins. During the ceremony, the Suicide Squad disrupts the procession and proceeds to kidnap the children of the heroes, including Connor, using them as hostages. To his surprise, Batman had placed a tracker on Connor and was able to locate the children at South America.
Though angry and betrayed that Bruce would do such a thing without their knowledge, Oliver and Dinah prioritize the rescue before moving on. The operation to rescue the children is successful, but the fighting between both al Ghul's faction and Batman's forces destroy al Ghul's sanctuary, containing multiple final specimens of endangered animals. In response, al Ghul has the undercover Aqualad drown the new U.S president along with the entire cabinet.
al Ghul then unleashes an android on a small town in Arizona, killing the population but sparing all the animals and pets. Though still angry over Batman's actions, Green Arrow puts his emotions aside when Batman convenes the heroes to stop al Ghul's new creation.
To do so, Green Arrow and the other heroes go to the Fortress of Solitude, where the Teen Titans are imprisoned. This also provides a chilling memory to Dinah, who tells Oliver that the previous Green Arrow had been killed here. They are later welcomed by Eradicators left behind by Superman, but Jonathan and Martha Kent order the androids to stand down and welcome Batman's group, barring Harley. As soon as Plastic Man pulls the Titans out of the Phantom Zone, however, Zod fires his heat vision and kills Tim Drake before being killed himself by al Ghul's creation.
Shortly after, Ra's sends in Amazo to attack the densely populated Delhi, causing Batman and the others to make an emergency arrival to the city. During the fight, he and Dinah are nearly killed by Amazo's laser, but the Flash saves them. Though the two later rejoin the fight, Amazo's strength proves too much for them and Batman has also been knocked out during the attack.
He, Dinah and Harley are later found playing as villains with their respective children. Black Lightning later tells the couple of how he hopes to never have his children join his fight against evil.
Arrow and Canary are both called over by Batman to deal with Gorilla Grodd's new scheme alongside Harley. Their first task takes them to the swamps, where the Suicide Squad is transporting vast amounts of fear gas to Gorilla City. The trio are caught by Poison Ivy, but Harley breaks free and defeats the foe. Scarecrow then disables both Green Arrow and Black Canary with his fear gas but Harley comes through for them again.
Later, their next assignment comes to stopping Grodd himself at Gorilla City. The couple first move to defeat Bane and Catwoman before they are confronted by Doctor Fate, who is now compelled by Nabu to kill them as they weren't meant to live. Although they defeat their friend, Doctor Fate warns them of a new threat that would threaten the world and departs. He later helps defeat Grodd, but the commander's defeat was only a ruse to trap Queen and Lance, and the pair are abducted by the real leader, Brainiac. The pair are later mind-controlled into service by Brainiac
He and Dinah do not appear until much later on, when Braniac has Grodd attack Khandaq and places them under his control. The possessed Green Arrow and Black Canary are later defeated by Aquaman and Black Adam, and they are freed from control when Grodd is killed by Aquaman.
It is implied that he is among the heroes sent to fight Braniac's Betas in the case that Batman and Superman are defeated.

"Taking down that green-skinned bastard got me thinking about the people of my Earth. My universe's Brainiac had never come calling. I had to warn them. By the time I got home, it was too late. My Earth was this close to being gone for good. But that's when the strangest cavalry you've ever seen rode in. It was a full-on multiverse Justice League! They'd been hopping between universes, battling Brainiacs in every one. I couldn't refuse when they asked me to join. I've seen what Brainiac could do. Nobody, in any universe, should have to face that threat again."
