Green Arrow was a former member of the Justice League who argued with everyone.
History
When the evil rose and conquered the planet, the Justice League stepped aside and instead of fighting it, they mainly discussed all that could change. Not found of the idea of giving Earth to the super-villains, Green Arrow resigned from the Justice League as he got in a argument with Superman.
Years later, Oliver Queen was invited by Hawkman for the Justice League's annual holiday party, where he was set up to dance with Black Canary, since both broke up and hadn't seen each other after his resignment.
