The Penguin (real name Oz Cobblepot) is a callous and sarcastic Gotham City crime lord, a former member of the Children of Arkham, and an enemy of the Batman.

Oswald was a childhood friend of Bruce Wayne. When his once wealhy family lost its fortune, his father committed suicide and his mother went insane and was committed to Arkham Asylum. Oswald moved to the United Kingdom, where he grew up to become a criminal.

He returned to Gotham City twenty years later and was seen by Bruce at a campaign party at Wayne Manor. Oswald invited Bruce to Cobblepot Park, where he intervened as the latter was mugged and told him about a "revolution" to come, urging Bruce to be on the "right side" when he starts it. Oswald had approached Mayor Hamilton Hill and offered to help expose the Wayne family's ties to Carmine Falcone's criminal organization in order to discredit Harvey Dent's mayoral campaign. Unknown to Hill, Oswald planned to kill him once he served his purpose to the Children of Arkham.

After the Children of Arkham orchestrated Falcone's murder, Oswald led his men to Falcone's Skyline Club to look for more evidence linking the Waynes and Hill's ties to Falcone. There, Oswald was confronted by the Batman who demanded his involvement in Falcone's murder in which Oswald admitted and justified his actions to destroy the corruption infesting Gotham City. Oswald attempted to offer Batman to join in the Children's revolution and expressed his admiration of Batman's vigilantism that they both shared. However, Batman rejected Oswald's offer which forced him to order Blockbuster to fight Batman while Oswald and his men escaped.

The following night, Oswald, as the Penguin, led the Children to attack the Gotham City mayoral debate where they hold Hill and Dent hostage. Penguin had the candidates drugged with the same chemical used on Esther Cobblepot, and showed a recorded video of Lady Arkham's denouncement of Gotham's elites and Penguin's mother's unjust imprisonment at Arkham by Hill and Thomas Wayne. After the recording was broadcasted, the GCPD stormed the debate which led to another fight between Batman and the Children. Penguin murdered Hill by shooting him in the head and attacked Dent with a stage light before escaping while leaving his mask behind which fell into Batman's possession.

Due to the exposure of Thomas Wayne's crimes, Oswald created a cover story as a successful businessman and convinced Wayne Enterprises' board of directors to hire him to replace Bruce Wayne as their new CEO. The next day, Oswald held a press conference to announce Bruce's resignation. When he confronted Bruce, he revealed his true intentions to seize Wayne Enterprises as revenge to destroy the Wayne family for ruining his family, and rebuild the Cobblepot's fortunes. Oswald also revealed to Bruce that he uncovered Hill's intentions for the murders of Thomas and Martha Wayne due to the latter threatening to expose their corruption. Bruce was then drugged by Vicky Vale (who is secretly Lady Arkham) to violently attack Oswald which lead to Bruce's commitment to Arkham.

With Wayne Enterprises at his control, Oswald gained access to the company's telecommunications and R&D department to monitor the city and construct weapons, gadgets, and a fleet of armed drones provided to the Children's arsenal. Oswald also learned that Batman's computer network was connected to Wayne Enterprises, which allowed him to hack the Batcomputer and counter Batman's equipment. Oswald once again battled Batman which resulted in his arrest and his control over Wayne Enterprises technology destroyed.

Oswald was incarcerated at Blackgate Penitentiary with a forty-year sentence after pleading guilty to all charges against him. Within a year Oswald became a model prisoner who seemingly enjoyed his life in jail where his charismatic behavior charmed the staff.
