Otero was an isolated republic in a mountainous region of South America.
History
The remote, mountainous nation of Otero was bypassed by World War II but also by much modern progress. Otero at that time famously had no national officials younger than age 70. The underdeveloped country was overrun by bandits, commanded from behind the scenes by several wealthy and powerful citizens, who were themselves commanded by a regional "visionary and reformer", popularly nicknamed "the Crocodile. This racket was smashed by the Blackhawk Squadron shortly after the end of the Second World War.
