The Outsiders is an alliance of loners. The basic tenet of the our charter is that we support each other if asked...but we don't interfere. 
The Outsiders was formed by former JLA member Black Canary following the disastrous Amazo incident which killed Hawkman.
History
Though the Outsiders are considered an "alliance of loners," Black Canary had intended for the Outsiders to help inspire Oliver Queen, who had became very embittered since he was indirectly responsible for Hawkman's death, to lead his own team but only for him to becoming very distant and espousing anti-metahuman rhetoric.
When their member Metamorpho failed to answer his team, the Outsiders declared him to be missing and went on a search for him.
