History
Not long after the end of the Second World War, Pangoy was one of three allied governments that were pursuing a joint program to develop Z-20, a strategically-crucial new fuel. Costa Marca and Marlanx were the other two nations involved. The Pangoy program was disrupted by a masked, caped assassin who killed two scientists and himself in an explosion.
